The Web-based Vision 21 (V21) system will allow you to turn any computer with an Internet
connection into your very own
Vehicle Title and Registration Office workstation,
conveniently open for business 24 hours a day, seven days a week.
Everyday Convenience
- Electronic lien transfers for vehicle dealerships and financial
institutions, lowering the cost of vehicle financing.
- Fleet registration for families and small businesses, simplifying the
registration process for multiple vehicles by allowing them to register all
their vehicles at the same time.
- A reduction in the collection of redundant information by the state and
counties, giving you an efficient and cost-effective government system.
- The ability to find vehicle records by name, giving you quicker access to your vehicle
history and record. (Right now, we can only help you access your information
through a vehicle identification number, plate number or
title number.)
With appropriate changes in Texas law, V21 will also enable:
- Electronic titles and title processing, eliminating the need to keep up
with paper titles.
- Online capabilities for new, used and salvage vehicle dealers, lowering
business costs and enabling faster processing of transactions.
- A single sticker for registration, vehicle inspection and
toll roads, simplifying life and freeing up windshield space.
Identity, Theft and Fraud Protection
V21 will link up with federal, state and local government databases (as well
as the vehicle industry, when appropriate) to provide verification of identity
and residency status. Database interfaces could include:
- Deliverable address validation by the U.S. Postal Service to ensure your
registration renewal notice is delivered to the right address.
- Social Security Number, Texas Driver License or Texas
Identification number confirmation to protect against auto
theft and fraud.
- Ownership validation to protect
against title fraud (full participation in the National Motor Vehicle
Title Information System database would allow ownership validation
regardless of where a vehicle was last titled).
Homeland Security
- Law enforcement will use “real-time” motor vehicle records, along with
name and driver license/identification search features, for a faster
way to identify potential criminals and terrorists and obtain complete
vehicle record information.
