decades ago, it was revolutionary for its time and championed by forward-thinking state and county officials.
But population growth, high-tech advances and rising government demands make
it clear it’s time to map a new route for the 21st century. Right now, we meet
your registration and titling needs on a 20-year-old computer system with
limited capabilities.
Vision 21 (V21) will give us the opportunity to do more – better and quicker
– than anyone ever dreamed possible in the 1980s when
RTS was introduced. Best of all, it will help us serve you.
Population Growth
We are adding almost 1
million registered cars and trucks each year, as tens of thousands of people move into
Texas. Today, the Lone Star
State has more than 20.1 million registered vehicles.
High Demand
V21 will allow us to keep pace with
this soaring population growth while ensuring our information is secure and
meets the demands of our partners – county tax
assessor-collectors, law enforcement personnel and members of the motor vehicle industry.

The new, Web-based V21 system will offer greater possibilities,
creating an automated system that easily adapts to technological
changes, customer needs and state requirements.
